In a nutshell, it is difficult to find an insurance company willingly coming down half way to hand over a custom motorcycle insurance policy for you. The costs of just determining the value of these custom built motorcycles actually is a cause for concern for them. You will have to ask your insurance company for a specialized quote to clear the first legal hurdle before putting your vehicle on the road.

Liability is cheap but make sure you have really good health insurance for yourself and your passenger, you never get hit by an uninsured or underinsured (surprising how many there are) driver, and can pay for everything that happens out of pocket. The minimum makes you legal but it barely covers anything else if you get into an accident.
