As Transport Secretary Ruth Kelly announces plans to revise the driving test system in the UK in an effort to lower car insurance costs and reduce accident rates among young people, what happened to the last scheme that had the same objectives?
The qualification in question is the ‘Pass Plus’ – a test taken by new drivers after passing their driving test, giving them valuable experience in night-time, motorway and city driving environments. At one time, the Pass Plus course could slash as much as 35 per cent off a new driver’s car insurance premium.
However, according to research by a car insurance comparison website, take-up of the scheme has been poor – only around 13 per cent of new drivers take up the qualification at an average cost of £171. Though the savings offered by some car insurance can be significant, the average premium reduction is just 12 per cent.
In all, there are just 15 car insurance providers in the UK that offer discounts for drivers who take a Pass Plus course. If you plan to undertake the course, the best advice is to shop around for the cheapest car insurance policy you can find independent of which insurer offers the largest discount. The insurer that offers the largest Pass Plus bonus might not necessarily be the insurer that offers the cheapest deal.
It’s worth looking at other ways to save money too. Young driver car insurance costs are notoriously high due to high accident rates within the age group. So if you’re a young driver, stick to conventional cars with smaller engines, resist modifying the vehicle and keep your driving record clean.

Looking to switch insurance companies. I’m paying 277/mo (6 mo) and currently do not have renter’s insurance. I have 2 accidents 2 1/2 years apart. My last accident was in Dec. 2007. My car was totaled and I know my rates are going to sky rocket. I’m thinking that adding renters insurance & taking defensive driving may help offset my expected increase. To specify, im looking for auto & renter’s, not auto & home owner’s insurance. Thanks.
